Nowhere on that page does it say federal authorities "prohibited...them from going into New Orleans." The National Guard were, and still are, under the direct command of Gov. Blanco. Furthermore, the president of the American Red Cross has publicly stated at least twice that they were ready to move into the Superdome with a convoy of food and bottled water, but were told to stay out of New Orleans by LA's office of homeland security. The Red Cross said they weren't allowed in because it might have encouraged more people to come to the Superdome.
